The Boy Scouts of America has eliminated its Tour and Activity Plan, shifting the focus away from paperwork and toward creating a safe space for Scouts to enjoy the program as designed.
The Tour and Activity Plan was a two-page document submitted to your local council for approval at least 21 days before longer trips. As of April 1, 2017, it is no more.
Richard Bourlon, team leader for Health and Safety, encourages unit leaders to instead use a “flexible risk-assessment strategy” when planning outings.
“We looked at how the old plan was being used, how many people were using it, how many calls we received about it, and how much time this took staff and volunteers, versus the return – did it create a safer environment?” Bourlon says. “There wasn’t a correlation, so we’re giving them that time back.”

Great Medicine, the Northeastern Pennsylvania Council's National Youth Leadership Training Conference, is a two-weekend training for youth leaders developed by the Boy Scouts of America and offered by our council. The conference is an exciting, action-packed program designed to provide youth with 21st century leadership skills and experiences they can use in their home troops, crews and in other situations demanding leadership of self and others.
All newly approved or veteran Merit Badge Counselors, Scout leaders and anyone else who is involved with the Merit badge Process are invited to attend a FREE short Merit Badge Counselor training session sponsored by the Council Advancement Committee on the Merit Badge counseling process.
In Addition to presenting a comprehensive overview of the entire MB program, this session will focus on the responsibilities of a MB counselor.

Leave No Trace trainer courses are designed to instill the values of the Leave No Trace Center for Outdoor Ethics into environmentally aware participants. At the end of the course, trainers will have gained knowledge of the seven Leave No Trace principles, along with the values of outdoor ethics, and will have the ability to hold awareness workshops for their pack, troop, or crew.
A Camp Card is a discount card that provides the purchasers numerous discounts to restaurants and retailers throughout Northeastern Pennsylvania. Each card is sold for $5.00. The deals on the card far exceed the purchase amount. Scouts are encouraged to sell as many as they can. The Scout/Unit earns 50% ($2.50 per card) of all sales.
